504 applies to states, and that allows states to determine how they meet
that requirement. 508 ouitlines the standards that must be met. Some states
adopted 508 directly for ease since most states use federal funds to do
stuff. Others adopted WCAG directly instead of the old 508 standards. A
sub-set of states adopted a hybrid approach. The lines were blurred
post-2018 since 508 adopted wcag 2.0.
