Thanks to everyone who has responded. It is clear that Section 508 does not apply to retail outlets.
It turns out that one of my previous statements was incorrect. It's ADA that has a specific requirement relating to hotels. It relates to "reservations made by any means", so it applies to websites even though they are not specifically mentioned.
