I'm making progress troubleshooting.

It's definitely a JAWS issue.
I tried accessible PDFs from the government and had the same issue.

For the hell of it, I tried CTRL+ENTER and SHIFT+ENTER to open links, and
lo and behold, they both worked. But why?

JAWS is on default settings so I don't know what is going on. I just wrote
to Freedom Scientific and writing to the JAWS UK listserv as well.
