I would also need to know what the specific issues are. I use Office 365 with JAWS and create academic papers (footnotes, endnotes, page headers, footers, links, tables, images with alt text...the works). I'm also a Microsoft MVP for Office Apps and Services and a Microsoft Accessibility MVP.
I'm willing to reach out to find out specifically what isn't working. I will, however, need specifics, not a generalization of "it isn't working".
I've also written lots of training material on using Office with the keyboard and adaptive technology dating back to Office 2003.

I am wondering what kind of problems or difficulties is she experiencing. I have used both with JAWS and NVDA. They both work well.
I am wondering if the Ribbon Bar is being so confusing to her. Although both 2019 and 365 have the Ribbon Bar. It's been around for years.
I used to use the JAWS virtual menus because I hated the Ribbon bar. However, I noticed that Microsoft was faster than Freedom Scientific to change menu items. So I was missing out on certain menu items. Once I switched to the Ribbon bar and forced myself to use it, I have had no problem finding everything I want. I have to mention that some Ribbon bar hot keys do change. It is only a matter of going through each tab and discover what the new hot keys are to create a bulletted list or format text.

We have an employee with visual disabilities who says she can't use Office 365 and she has to use Office 2019. Our IT department won't allow Office 2019 on our network. She's not technically oriented.
