I have never heard of this. Could her Office 365 be the web app version? If so, that might explain her problems.

We have an employee with visual disabilities who says she can't use Office 365 and she has to use Office 2019. Our IT department won't allow Office 2019 on our network.

She's not technically oriented. I can't get details on what doesn't work in Office 365 and does work in Office 2019.

Has anyone ever heard of this?
