I know you can tell VoiceOver to send a keypress to the application instead
of having VoiceOver interpret the key but you have to press Control plus
Option plus Tab and then the next keypress goes to the app.

It sounds like your VO shortcut key (Control plus Option) is stuck? Or
maybe you use the CapsLock key for your VO shortcut.
