Are Screen Scrolling Issues W3C Violations?

Hi,
On Mobile, I encounter issues where the screen doesn't scroll automatically with either TalkBack or VoiceOver. This causes swiping to act inconsistently. What causes this? Is this a W3C violation? Is it a functional issue? If I scroll the screen manually, it's inconvenient, but it works.
