But in HTML (which is what counts) you cannot just repeat a heading in small
type.
Either you repeat your H1, H2 headings, but add styling to make them small,
or you give them some other semantic markup.
Which are you proposing, 'cos they are both confusing to the end user.

Eg:
OPTION ONE:
(Page One:)
H1
H2
H3

Text

(Page Break)
H1 (small styling) - Implies a new top-level section
H2 (small styling) - Implies a new 2nd-level section
H3

OR:
OPTION TWO:

Span (faux H1) - Implies nothing without the styling
span (faux H2) - Implies nothing without the styling
