I use and recommend Techsmith's Camtasia: http://www.techsmith.com/tutorial-camtasia-captions-prior.html. It can generate synchronized close-captions from imported PowerPoint slides. It's a powerful tool and worth it's price in gold (so-to-speak). Check out some of its other features: http://www.techsmith.com/camtasia-features.html. It's also very user friendly. With little training you can get up and running very quickly and produce quality products in various formats.
