PDF is an ISO standardized technology. You do not need "specifically Adobe software" to author "born tagged" PDF documents. There are a wide variety of non-Adobe options.
- On the desktop, tools such as Apache Open Office (including for Linux).
- Application developers can choose from a range of toolkits to produce tagged PDF documents.
