Hi Sampath,

Yes, there are guidelines for developing web sites accessible to all. The most commonly accepted are the Web Content Accessibility Guidelines 1.0 through the World Wide Web Consortium's Web Accessibility Initiative. I believe the European Union has adopted the Web Content Accessibility Guidelines 1.0 as its standard.

These guidelines outline ways to make such things as images, pop up menus, etc accessible to people with disabilities. The Simplified Web Accessibility Guide available at http://www.workinfonet.bc.ca/webaccessguides/ explain these guidelines in easy to understand terms. As I have yet to use IBM Home Page Reader, I can't comment on the specifics of how it works. Perhaps others here can offer more detail.
